You can add the cocoa to it but generally cocoa is not sweet. If the sponge cake mix is sweet, then that sweetness will be toned down by the cocoa. I would either sift the cocoa powder over the dry cake mix and mix it in before adding the wet ingredients or else mix the sifted cocoa powder with a liquid to dissolve it and then add it when you add your eggs and liquids.
I just thought of something. Is it cocoa powder that you use for baking or the kind that you use for hot cocoa that is pre-sweetened? Both would work in your sponge cake mix but the sweetness of the cake would be different depending on what you used.

I would try it but add a quarter to half cup of applesauce to it also to make up the differance in moisture.........mix half cup of cocoa with the applesauce till it is prety much the consistancy of the cake bater
If you do, there will be too many dry ingredients and it will destroy the balance of ingredients. You will need to add more liquid to balance it but I really wouldn't do it because you have no guarantee it will work anyway.
Melted chocolate would work better since its moist. It is also sweeter than cocoa which should make sure it works well. Make sure you don't make it sickly though! You can also put praline in the center!
